Like Project Blizzard, the file provided is a patch to a ROM file and cannot run on its own. Installation instructions are below.
Step 1: Download and extract smwfldev1.zip
Step 2: Acquire an English ROM (.smc file) of Super Mario World
Step 2: Acquire an English ROM (.smc file) of Super Mario World
Step 3: Download the Lunar IPS program from here
Step 4: Run Lunar IPS and click "Apply IPS Patch"
Step 5: For "Select IPS File to Use" choose the SMWFLdev1.ips file
Step 6: For "Select File to Patch" choose the Super Mario World .smc file you have
Step 5: For "Select IPS File to Use" choose the SMWFLdev1.ips file
Step 6: For "Select File to Patch" choose the Super Mario World .smc file you have
Step 7: Run the newly patched Super Mario World .smc file in your favorite SNES emulator! I personally use ZSNES but most SNES emulators should work.
